Purpose

The purpose of the Brevard Public Schools (BPS) Strategic Plan is to establish guidelines, goals, and objectives for the operation of its schools and to provide direction for its continuous district-wide improvement efforts.  The Strategic Plan provides for:

Input from BPS stakeholders

Clear purpose and direction about its efforts

Clear and consistent communication about its efforts

Accountability for the effectiveness of its work

Effectiveness and efficiency of the overall system

The Strategic Plan is organized into five categories:

Safe, violence-free schools

Enhanced curricular and instructional opportunities

A high quality workforce

The highest levels of community and parent involvement

Adequate and appropriate educational facilities

Planning for Brevard’s Future

Brevard Public Schools strategic planning process has evolved over the past several years and, in many ways, is still in the developmental stages.  The current process involves ten (10) steps (Figure 1.1).  The Leadership Team begins by analyzing data from a variety of formal and informal sources.  The data includes:

FCAT results in reading, mathematics, science, and writing

Input from community, faculty, and staff members related to areas of priority

An assessment of the previous years’ planning activities

Review of the formal district-wide surveys

From this information, the Leadership Team identifies each of the district's previous year strategic plan objectives as completed, completed and ongoing, in progress, or not initiated.  This final disposition of the previous year's strategic plan objectives is presented to the superintendent and school board members. 

The Leadership Team then begins the process for developing a revised strategic plan for the upcoming school year.  Using SWOT Analysis, a strategic planning tool used to evaluate the Strengths, Weaknesses, Opportunities, and Threats in an organization, proposed strategic plan objectives are identified based on the alignment of present practices with the vision, mission, and guiding principles of the district. The proposed objectives are then presented to key stakeholders who discuss and revise the new and existing objectives.  Once these strategic plan objectives have been finalized, the School Board identifies a list of  priority objectives for the upcoming school year. The finalized strategic plan and priorities are then formally approved by the School Board. 

The strategic plan and priorities are presented to the school district's leadership team who then works within their individual schools and departments to incorporate the objectives into their school improvement plans.  In addition to this school level implementation, senior staff members are assigned to be the goal keepers for the objectives.  These goal keepers develop action plans to implement each strategic plan objective throughout the year.  These action plans are intended to be specific so that they can measure, over time, the effectiveness of the strategic plan objective.  By monitoring these action plans and reporting their progress to the key stakeholders, the goal keepers assist in determining if the anticipated future environment of the district is actually developing.  Then, the key stakeholders will adjust Brevard Public Schools’ strategic direction accordingly.

Safe, Violence-Free Schools

GOAL:  Brevard County School District will have safe, violence-free schools.

VISION:  School safety has increasingly become a major concern throughout the country and nationwide a significant number of students are afraid to go to school.  Although major safety and security incidents have been minimal in Brevard Public Schools, the focus of our district continues to be on providing a safe and disciplined learning environment for students and staff that is free of violence, weapons, hazards, vandalism, and substance abuse.

Enhanced Curricular and Instructional Opportunities

GOAL:  Brevard County School District will have enhanced curricular and instructional opportunities for all students.

VISION: Brevard students have performed well over the past several years on all major assessments, increasing achievement scores and continuing to perform at a level higher than state and national peers.  In the first two years of state-awarded school grades, Brevard ranked ninth in the state grading system.  Florida Comprehensive Assessment Test (FCAT) results placed Brevard among the top ten districts in the state.  The focus of the district is to increase student achievement by reducing overcrowded classrooms and expanding curriculum opportunities for all students.

A High Quality Workforce

GOAL Brevard County School District will have managed the projected workforce shortages by recruiting, employing, and retaining high quality employees.

VISION: Currently, 9,000 Brevard Public School employees work together to support our mission.  The district faces critical workforce shortages in the next five years in certain areas.  By 2008, over 500 employees will leave, creating job vacancies for support, teacher, and leadership employees.

The Highest Levels of Community and Parent Involvement

GOAL Brevard County School District will have the highest level of community and parent involvement.

VISION: Increased parental and community involvement results in higher student attendance and test scores.  Currently, our schools communicate through teacher conferences, school newsletters, the Mark of Excellence publication, the school district website, televised School Board meetings, and other media.  A variety of additional formats need to be provided to interactively communicate with parents and the community to maximize involvement.

Adequate and Appropriate Educational Facilities

GOAL:  Brevard County School District will have adequate and appropriate educational facilities to accommodate projected student membership and program offerings.

 VISION:  The School System operates and maintains 85 schools and 18 special centers, in more than 10,000,000 sq. ft. of permanent building space.  Facility improvements must be made to extend the useful life of our existing buildings.  Building additions/possible new schools are required to eliminate the use of relocatable classrooms.
