About this project
The Brevard Strategic Facilities Plan is an effort to improve educational facilities across Brevard Public Schools (BPS) to ensure that the district can provide excellent learning environments for all students. Led by the BPS Facilities Team with the support of a consultant team, this process includes research and analysis to better understand existing facilities in BPS, and engagement with key stakeholders and the broader BPS community. Initial activities completed in 2025 resulted in the development of a report, informed both by analysis and engagement, that provided options and recommendations for improving facilities across the district.
The Strategic Facilities Plan organizes implementation into five strategy groups: K–8 Conversion, 7–12 Conversion, New Capacity, Boundary Adjustments, and Other Initiatives. The planning consultant incorporated stakeholder input from community and staff surveys to establish guiding objectives, including modernization of aging facilities, optimization of district resources, enrollment growth, and expansion of programmatic offerings and school choice options. School clusters were identified to align with each objective and support phased implementation.
The School Board approved five initial action steps, including (1) building a new separate day school on the campus of Kennedy Middle School; (2) building a classroom addition at Westside Elementary School to address the immediate need for capacity; (3) a classroom addition at Bayside High School to address immediate capacity needs; (4) exploring a concept for a pilot K-8 conversion of Sunrise Elementary School; and (5) evaluating the potential consolidation of Cape View Elementary into Roosevelt Elementary due to both schools under enrollment.
Beginning in March 2026, the Board approved Phase 1 of a Pre-Scoping Study to explore the opportunities, implications, and potential implementation strategies associated with expanding K-8 school models within the district. This effort is intended to help district leadership understand how K-8 schools could support enrollment stability, improve student transitions, enhance the student experience, and align with district priorities, while also identifying potential operational, facility, and community impacts.

Baseline Analysis
To inform the plan the consultant team conducted a baseline analysis about the past, present, and future of the district. The baseline analysis presentation will be shared with the Board in December and covers key terms and definitions related to facilities planning, and then presents analysis of enrollment, programs, and facilities. These three pillars – enrollment, programs, and facilities – are the core facilities-related contributors to creating excellent learning environments.
