Personalized Education Program (PEP)
Personalized Education Program (PEP) means the sequentially progressive instruction of a student directed by his or her parent or guardian to satisfy Florida’s compulsory education requirements ( ss. 1003.01 (13) and 1003.21 (1), F.S.). PEP scholarships are funded through the Florida Tax Credit (FTC) Scholarship Program. Scholarship funds may be used to pay tuition and fees for programs, courses, or classes allowed by law. For the 2025-26 school year, up to 100,000 students may participate in PEP.

Scholarship program law establishes categories for eligible uses of scholarship funds. One of the categories is contracted services provided by a public school or school district, including classes.

Academic classes (Elementary and Secondary)
Elective classes (Elementary and Secondary)
CTE classes (Secondary)
Brevard Virtual School classes (Elementary and Secondary)
AP Classes
Steps to utilize the FTC or FES Scholarship to Enroll in a course at Brevard Public Schools (For students who have NEVER been enrolled with BPS):
Create a Focus Account
The parent/guardian creates a Focus account (Only complete this step if you have NEVER been enrolled with BPS).
Exhibit A-FTC (PEP) and FES Form Access
The Office of School Choice will open the Exhibit A-FTC (PEP) and FES Form for the parent/guardian.
Complete the Exhibit A-FTC (PEP) and FES Form
The parent/guardian will complete the Exhibit A-FTC (PEP) and FES Form via the Focus Account.
Availability Notification
The Office of School Choice will contact the parent regarding course availability.
Sign Contract
The parent/guardian will sign the Enrollment and Tuition Contract for Family Empowerment and Florida Tax Credit Scholarship Recipients.
Make Payment
The parent/guardian will pay for the selected course(s).
Course Start
The student will start the course(s) on the first day of the semester.
Steps to utilize the FTC or FES Scholarship to Enroll in a course at Brevard Public Schools (For students who have been enrolled or registered with BPS previously, including Home Education):
Withdraw from BPS School or Home Education
The parent/guardian must complete school withdraw form and state-issued withdraw form. For Home Education, parent/guardian must complete notice of termination and state-issued withdraw form. State-Issued Withdraw Form
Call the Office of School Choice at (321) 633-1000 ext. 11588 for enrollment.
Exhibit A-FTC (PEP) and FES Form Access
The Office of School Choice will open the Exhibit A-FTC (PEP) and FES Form for the parent/guardian.
Complete the Exhibit A-FTC (PEP) and FES Form
The parent/guardian will complete the Exhibit A-FTC (PEP) and FES Form via the Focus Account.
